आज से 27 वर्ष पूर्व 1989 में इस संस्था की स्थापना खलीलाबाद मे डा० विजय करन द्विवेदी द्वारा की गयी। यह संस्था एक पंजीकृत सोसाइटी है, जिसकी भारत में विभिन्न प्रांतों में फैली 50 से अधिक शाखायें हैं, भारत सरकार का मानव संसाधन मंत्रालय इसे शीघ्र ही देश के प्रथम टेक्निकल विश्वविध्यालय के लिए मान्यता देने जा रहा है।
